SUMMARY:Zoom Call With BCA's Manpower Strategy & Planning Group
DESCRIPTION:We had a productive discussion with BCA’s Manpower Strategy & Planning Group on 24th August 2021 to better coordinate our efforts in both our manpower efforts. \n\n\n\n\nThis is a follow-up to our previous discussions with Minister of State Mr Tan Kiat How\, the Building Construction Authority (BCA) and the Community Liaison Unit from the Prime Minister’s Office seeks to reduce the weaknesses / gaps in order to strengthen the robustness and sustainability of the local construction / electrical engineering sectors. \n\n\n\n\nThe collapse of one of the largest contractors in the industry\, the Greatearth group\, has sent shockwaves throughout the industry\, with the flow-on effects not yet fully felt\, especially by the smaller players like subcontractors. \n\n\n\n\nTo reduce the risks of (or even preventing) such incidences occurring in the future\, SECA believes in taking a proactive approach. We have put forward suggestions such as those practiced in the United Kingdom (eg. a Price Fluctuation contractual regime)\, and an Extension of Time regime which will alleviate some of the supply and logistics problems faced by firms. \n\n\n\nSECA’s objective is to strengthen our industry\, through attracting new blood and contributing to upskilling. We will continue to work upon is industry career training\, promotion and retention\, working closer with education institutions and improvements in managing the LEW regime.\n\n\n\n– Team SECA

SUMMARY:SECA Legal Clinic - Covid-19 Relief Act ("COTMA")
DESCRIPTION:SECA recently held a legal clinic on Insights to Claims of Sharing The Burden of Increased Labour Costs on 24th September 2021.\n\n\n\nSingapore’s construction industry continues to face tough challenges due to the Covid-19 pandemic\, with labour and material costs spiralling due to supply shortages and various restrictions and fellow SECA members too have been badly affected.\n\n\n\nWith this in mind\, the talk shared aspects of the Covid-19 (Temporary Measures) Act (“COTMA”)\, mainly focusing on art 2 for extension of time and Part 10A for relief for the increase in foreign manpower salary. The government has come out with various relief and assistance measures\, and companies will still need to know what actions to take to utilise them.\n\n\n\nIn the talk\, the notable deadlines shared included –\n– For Part 2 – to serve notice by 30th Sep 2021\, and\n– For Part 10A – Deadline to Apply to Assessor (non-SOPA) relief by 14 Oct 2021\n\n\n\nTeam SECA would like to thank all 63 participants for making this clinic lively and Mr Eric Ng of Malkin & Maxwell LLP for taking time off his busy schedule to hold this clinic.\n\n\n\nMembers\, if you have any queries on this matter\, please approach Eric on this.\n\n\n\nRegards\,\nTeam SECA – Doing our part to help fellow industry participants.
